Mrs. McDowell has over 20 years of experience in various manufacturing industries in Industrial Hygiene and Health. Before the establishment of McDowell Safety & Health Services, Mrs. McDowell held a previous position as Senior Health Program Specialist for Occidental Chemical Corporation. She was responsible for the development, implementation, and enhancement of IH and Health programs throughout a cross-section of facilities across the United States and Canada, including chlorine (asbestos and mercury cell technology), caustic (sodium and potassium hydroxide), vinyl chloride, polyvinyl chloride, sodium silicates, ethylene dichloride and specialty chemical (including chlorine derivatives, chrome, phenol/formaldehyde resins, and resorcinol) production.
PATRICK G. MCDOWELL, III – CEO
Mr. McDowell has over 30 years of experience in various exploration & production, and manufacturing industries in safety, process safety management, training, industrial hygiene, maintenance, environmental, and operations. He founded McDowell Safety & Health Services in February of 2004. Prior to that, Mr. McDowell was the Corporate HES Manager for Occidental Chemical Corporation’s Silicates Division (5 Plants), Laurel Industries (antimony oxide), and NGO (Natural Gas Odorizing) facilities. He was responsible for the development, implementation, and enhancement of Safety, Health, and Environmental programs throughout those facilities.
Russell Payton, CSP, ARM - Senior Safety Professional
Russell has over 30 years of experience in corporate safety management and consulting. He has worked in various industrial sectors including light and heavy manufacturing, construction materials/mining, airlines, hospital and food. His expertise includes regulatory compliance with both OSHA and MSHA, with DOT and EPA. Russell has been directly involved with the implementation of safety and risk management systems in Fortune 1000 companies as a consultant. Prior to joining McDowell he was a VP of Safety for an Oil and Gas consulting company and before that a Corporate Director of Safety and Health at a billion dollar publicly traded construction materials/mining company. He has experience in safety engineering, PSM, ergonomics, root cause analysis, training, risk management, workers compensation claims management, electrical safety and job hazard analysis. He is Past President of the South West Chapter of the American Society of Safety Engineers (ASSE) and currently serves as an ASSE Delegate. He is currently the President of the North Texas Production and Exploration Safety Network (NTEPS).

COLIN WORTHY – SENIOR API INSPECTOR
Strong background in maintaining integrity and reliability of fixed equipment. Coordinate inspection teams, lead API code inspections, and oversee completion of needed repairs. Experience in inspecting and cleaning water tanks using a remotely operated vehicle (ROV). Fully proficient with isometric, P&ID, and as-built drawings. High level ability to interpret UTT, PT and VT. Provide full service process equipment inspections via API certifications for 510 (Pressure Vessels), 570 (Piping), and 653 (Above Ground Storage Tanks), as well as STI SP001 Tank inspections (EPA). Also, perform non-destructive examination as an ASNT-TC-1a Level II NDE in ultrasonic testing (UT) and penetrant testing (PT). Inspections have been conducted for various petrochemical and oil & gas production environments with a variety of chemicals such as tri-ethyl aluminum (TEAL), vinyl pyrrolidone, and n-methyl pyrrolidone. Create erosion/corrosion (data analysis) reports for process equipment inspections, program MS Access databases and MS Excel workbooks, create and run queries in MS Access, provide field safety support for clients in both general industry and oil and gas, prepare materials (PowerPoints, tests, sign-in sheets, etc.) and perform OSHA compliant safety and health training, and review and write OSHA compliant safety and health procedures.
